Published by Billbring Payment Solution Pvt ltd · Effective date: To be confirmed
These Terms and Conditions govern access to and use of the Billbring website, applications, merchant/retailer portals, APIs and related services operated by Billbring Payment Solution Pvt ltd (the “Company”, “we”, “us” or “our”). Services may include Domestic Money Transfer (DMT), Aadhaar Enabled Payment System (AEPS), BBPS/Bharat Connect bill payments, mobile recharge, utility bill payments, payment gateway services, merchant collections and payouts.
The Company may provide technology, transaction facilitation, distribution or other services through banks, authorised payment system operators, payment aggregators, bill-payment participants and other service providers, as applicable. Billbring does not represent itself as a bank, RBI-authorised payment system operator, payment aggregator or BBPS operating unit unless it holds the relevant authorisation or is legally entitled to make that representation. Services are subject to applicable law, network rules and partner agreements.
Users must provide accurate and current information. Merchants, retailers and distributors must provide the identity, business, bank account, beneficial ownership and other documents required for onboarding. Applicable KYC, customer due diligence, risk checks and ongoing monitoring may be performed by the Company or its regulated/authorised partners.
Transfers are subject to partner-bank procedures, verification, transaction limits and beneficiary-bank processing. A successfully credited transfer may not be cancellable merely because the sender entered incorrect details or changed their mind. Report errors promptly; recovery depends on the receiving bank, applicable rules and whether recovery is possible. Failed, pending and duplicate transactions will be investigated under the applicable process.
AEPS services are available only through the applicable authorised banking and AEPS arrangements. Transactions depend on customer authentication, bank/network availability and applicable limits. If an account is debited but cash is not received, the customer may raise a complaint for investigation and applicable reversal/adjustment. Never share secret authentication credentials with support.
Verify the biller and consumer/reference number before payment. Keep the receipt until the biller confirms payment or the issue is resolved. A completed bill payment is not ordinarily cancellable at the customer’s sole request. Failed, duplicate, overpaid or incorrectly processed transactions will be handled under the applicable biller and payment-system procedures.
Verify the number, operator, circle, plan and amount before confirming. A successfully applied recharge is generally not cancellable solely because an incorrect number or plan was selected, subject to applicable law and operator terms. Failed, pending or duplicate requests will be checked with the relevant service provider.
Merchant onboarding, processing, settlement, refunds and chargebacks are subject to the applicable authorisation, acquiring/partner arrangements, payment-system rules and merchant agreement. Merchants are responsible for lawful goods/services, transparent pricing, fulfilment, customer support and compliance with applicable consumer law. The Company will not imply that it holds or settles funds unless that accurately describes its authorised role.
Payouts are subject to beneficiary verification, applicable limits, screening and bank processing. Submission of a payout request does not itself prove successful credit. Pending, rejected, returned, duplicate or failed payouts will be reconciled with the relevant bank/partner and resolved under applicable rules.
Applicable fees, commissions, convenience charges and taxes will be disclosed before the transaction or in the relevant agreement, as applicable. No undisclosed charge will be imposed contrary to law. Retailer/distributor commissions are governed by the applicable commercial agreement.
Transactions may be delayed by bank/network downtime, maintenance, technical errors, compliance checks or other events. A pending status is not automatically proof of success or failure. Verify status with the relevant provider before initiating a duplicate transaction.
Services may be restricted or suspended where reasonably necessary for suspected fraud, security risks, incomplete verification, partner instructions or legal/regulatory requirements. Where legally permitted, the user will be informed of the reason and steps to resolve the issue. Suspension does not remove obligations to resolve valid claims or return funds where required by law.
Billbring strictly prohibits the use of its services by any merchant, retailer, distributor or enterprise for illegal, fraudulent, suspicious or prohibited activities, including any activity that violates applicable RBI guidelines, banking regulations or Indian laws. Billbring reserves the right to suspend or terminate services, block accounts and restrict or withhold funds only to the extent permitted by applicable law, regulatory directions and contractual obligations, and to report suspicious activities to the relevant authorities wherever required.
Personal and transaction information will be handled under the Company’s Privacy Policy and applicable Indian law. Information may be shared with banks, payment partners, billers, service providers or authorities where necessary and legally permitted for processing, verification, fraud prevention, dispute resolution or compliance.
To the extent permitted by law, the Company is not liable for indirect or consequential loss arising from circumstances outside its reasonable control. Nothing in these Terms excludes liability or customer rights that cannot lawfully be excluded, including mandatory reversals, compensation or statutory consumer remedies.
Complaints may be raised through the contact details published on the website. Include the transaction reference, date, amount, product and a description of the issue; do not send passwords, PINs or OTPs. The Company will acknowledge and route complaints to the responsible bank, biller, payment partner or service provider where required. Eligible customers may use the RBI Complaint Management System/Ombudsman route where the regulated entity and complaint fall within its scope.
These Terms may be updated to reflect legal, regulatory, operational or product changes. The latest version and effective date will be published on the website. Indian law applies, subject to the jurisdiction of competent courts and forums and any mandatory statutory remedies.
